Hi,
I've got the same problem with the printer - the fan connected to D9 doesn't work. The LED is showing power on D9. The power lead is OK - multimeter shows 12 volts. But when I turn on the fan, the consumption is 8-15 mA and the fan is not rotating. When I change the fan speed, the current decreases. E.g. if the speed is 128, the current is 8 mA; if the speed is 255, the current is 15 mA. The fan works when it is connected directly to the power lead - it consumes about 150 mA.
Prusa i3, ramps 1.4, marlin v1.
