Ramps 1.4 ulitpanel issues (no replies)

Hello Everyone

I am currently having issues with a ramps 1.4 board that is running marlin 1.0.2 and has a home made ulitpanel board
the LCD Panel used to work with my old control board which was a velleman k8200 control board its a 20x4 display

what is happening is that the lcd is displaying only 2 bars across the 1st and 3rd line
i have it wired up how [reprap.org] says to wire it up
i have checked all the wiring and all goes to the correct pins but it still isnt working
i have also checked the pins_ramps_13.h and configuration.h files and all is set correctly afaik

i have attached the files of both so you guys can take a look

any ideas
